FVPD HOLDS 2023 PROMOTION CEREMONY

Three sergeants, two corporals and two non-sworn personnel recognized

The Fountain Valley Police Department celebrated several 2023 department promotions during a ceremony Tuesday, Dec. 5 in the City Council chambers at City Hall.

Police Chief Matt Sheppard conducted the ceremony that included promotion of three sergeants, two corporals and two non-sworn personnel.

“It is an honor and privilege to stand before you and formally recognize our promotions that occurred during the past year,” Sheppard said. “Once the individual promotional processes were complete, we put our people right to work in their new assignments. However, it is important that we continue the formal promotion ceremony tradition so we can include all department members, city officials and, most importantly, the immediate and extended family members.”

Two non-sworn personnel were recognized. Tania Anaya was promoted to lead records clerk. Anaya earned her associate of arts degree in administration of justice at Long Beach City College and her bachelor’s degree in criminal justice and criminology at Cal State Long Beach.

She was hired by FVPD on Jan. 10, 2022 as a records specialist and promoted to lead records clerk on July 24, 2023. Her mother pinned her badge.

Mckayla Armstrong was promoted to lead dispatcher. Armstrong earned her bachelor’s degree at Cal State Long Beach, double majoring in communication studies and comparative world literature.

She was hired by the FVPD on Oct. 5, 2021 as a dispatcher and promoted to lead dispatcher on April 1, 2023. Her badge was pinned by her brother.

Ivan Arce was promoted to corporal. Cpl. Arce attended Chaffey College and transferred to National University to continue working on his bachelor’s degree in criminal justice.

He is a 2011 graduate of Class No. 142 of the Golden West Police Academy and received the Lifetime Fitness Award. He worked for five years with the San Bernardino Sheriff’s Office. He was hired by the FVPD on Dec. 3, 2018 and promoted to corporal on June 10, 2023. His wife pinned his badge.

Elizabeth Gomez was promoted to corporal.

Cpl. Gomez graduated from the San Bernardino Sheriff’s Academy in 2013. She previously worked at the Glen Helen Rehab Center and patrolled the city of Rancho Cucamonga.

She was hired by the FVPD on Aug. 22, 2018 and has been a school resource officer, traffic investigator and active member of the Peer Support Team. She is also an Explorer advisor.

She was promoted to corporal on June 10, 2023. Her father pinned her badge.

Joe Zane was promoted to sergeant. Sgt. Zane earned his associate of arts degree at Palomar College and is currently working on his bachelor’s degree in criminal justice at California Coast University. He graduated from Class No. 12 of the Palomar Police Academy in 2005. He was then hired by the Brawley Police Department.

The FVPD hired him on Oct. 15, 2007, and he has been a K9 officer, corporal, terrorism liaison officer and field training officer and bike patrol member.

He was promoted to sergeant in July 2023.

Isaac Marquez was promoted to sergeant.

Sgt. Marquez is currently working on his bachelor’s degree at California Coast University. He graduated from Class No. 190 of the San Bernardino County Sheriff’s Academy. He worked as a deputy sheriff at the Custody Operations at West Valley Detention Center and Glen Helen Rehab Center and pa- trolled the city of Rancho Cucamonga.

Sgt. Marquez was hired by the FVPD on June 13, 2018. He has served Fountain Valley as a detective and Explorer advisor. He was the FVPD Rookie of the Year in 2008 and was Officer of the Year in 2021. He is also the current FV Police Officers Association president. He was pinned by his son.

Sergio Rodriguez was promoted to sergeant.

Sgt. Rodriguez earned his bachelor’s degree in criminal justice from Chapman University in 2013. He joined the Marines in 2002 and attained rank of sergeant and was deployed during Operation Iraqi Freedom. He graduated from Class No. 13 of the Palomar Police Academy.

Sgt. Rodriguez has served the FVPD as a K9 officer, field training officer, Arrest & Control tactics instructor, bike patrol and recruitment team member. He is also a member of the West County SWAT.

He was promoted to corporal on Jan. 12, 2019 and promoted to sergeant on Jue 10, 2023.

His wife and sons pinned his badge. Chief Sheppard noted in his opening remarks, “Law enforcement is unequivocally the most noble profession, and it is not cut out for everyone. Those of you who were on this stage today are the future of this organization and our law enforcement profession. I stand proud knowing that you will carry the noble profession into the next chapter.”
